A great threat to the safety and welfare of our communities is emerging in the increasing numbers of offenders being released into our communities without restorative housing. More and more former prisoners are homeless, impossible to monitor, and destined for repeated criminal failure. The need to create responsible living environments is the most crucial missing resource in our communities today. Parole and community corrections professionals are overloaded and unable to effectively monitor the progress of clients who have no addresses.
